Job Description Hill International is seeking to hire for our team in Bucharest: Operations Director, Local Branch, Hill International Reporting: Regional Vice President Location : Bucharest, Romania Hill International, a global leader in project management and construction consulting, is seeking an experienced and dynamic Operations Director for its local branch. This role is critical in ensuring the effective execution of the branch’s strategic goals, operational efficiency, and delivery of client satisfaction. The Operations Director will oversee day-to-day operations, manage teams, and ensure projects are completed within scope, on time, and to the highest quality standards. Oversees large-scale infrastructure projects such as roads, bridges, airports, railways, utilities, and public facilities. Manages multiple construction sites, often across different regions. Interfaces with governmental agencies, international contractors, and local communities.Responsible for projects from initial planning through to completion and handover. Responsibilities Operational Management Develop and implement strategies for efficient branch operations aligned with Hill International’s global vision. Oversee project planning, execution, and delivery, ensuring compliance with company standards and client requirements. Manage branch budgets, optimize resource allocation, and ensure financial targets are met. Develop project execution plans, supervision strategies, and resource allocation schedules. Fully compliant infrastructure projects delivered on schedule and within budget. Comprehensive documentation (reports, drawings, permits). Project handover and post-construction support. Continuous improvement in supervision processes and procedures. Monitor project budgets, ensuring cost control measures are implemented. manage project cash flow and forecast future costs. Team Leadership Lead, mentor, and manage a multidisciplinary team, fostering a culture of collaboration and excellence. Ensure staff training and professional development to maintain technical and operational competency. Coordinate with project managers, engineers, and clients to define project scope, objectives, and deliverables. Oversee the construction supervision teams, ensuring all activities comply with design specifications, safety standards, and local regulations. Client Relationship Management Serve as the primary point of contact for key clients, ensuring their needs are met and fostering long-term partnerships. Address client concerns promptly and effectively, ensuring satisfaction and trust. Support business development efforts, including identifying and pursuing new opportunities within the local market. Facilitate conflict resolution among stakeholders. Compliance and Risk Management Ensure adherence to local regulations, company policies, and industry standards. Proactively identify and mitigate risks to ensure the smooth delivery of projects. Oversee health, safety, and environmental compliance across all branch activities. Implement quality assurance/quality control (QA/QC) processes, conducting regular inspections and audits. Ensure all non-conformances are addressed promptly. Progress Monitoring and Reporting Track project milestones and deliverables through regular site visits and progress reports. Prepare and present comprehensive progress reports to senior management and clients. Qualifications Bachelor’s degree in engineering, construction management, business administration, or a related field. Minimum 10 years of experience in operations or project management within the construction or engineering consulting industry, including at least 5 years in a leadership role. Strong understanding of construction project management processes, budgeting, scheduling, and risk management. Proven ability to lead diverse teams, manage change, and inspire a high-performance culture. Client-focused: Excellent client relationship management and negotiation skills. Strong problem-solving, decision-making, and organizational skills. Exceptional verbal and written communication abilities, including experience with presentations to senior leadership or clients. Familiarity with project management software, financial systems, and other relevant tools. Native Romanian speaker and excellent English speaker. Show more Show less
