Summary You will serve as a FACILITY OPERATIONS SPECIALIST, designated as the Requirements Branch Subject Matter Expert (RBSME) for Naval Facilities Engineering Command (NAVFAC), Europe, Africa and Southwest Asia, (EURAFSWA), located at NAVFAC EURAFSWA Public Works Business Line Core (PWBLC). This position resides in the Facilities Management and Sustainment Product Line (FM&S PL) of the PWBLC, Department of the Navy (DON), Capodichino, Italy. Learn more about this agency Help Duties You will provide procedural guidance and expertise to both reimbursable and non-reimbursable customers concerning funding and execution of all services. You will screen all work requirements considering issues of safety, urgency, health and security. You will recommend or initiates appropriate action to properly maintain the facility and minimize life-cycle costs. You will serve as the Subject Matter Expert for Requirements Branch duties and will provide assistance to Requirements Branch personnel at all installations in the NAVFAC Europe, Africa, Central Area of Responsibility. You will provide recurring updates to client regarding the amount of remaining funds available and the requirements for additional funds to meet client expectations. You will work with the Performance Assessment Representative (PAR) and the client to determine a priority for client work after evaluating all work requests in the system. You will monitor the progress of all projects to ensure responsive, responsible, and quality execution. You will develop and execute training plans for all RBH personnel to include formal training courses, informal instruction and professional development activities. This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-11) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying knowledge of budget execution (i.e. working capital funds) to accomplish new construction and maintenance/repair of facilities. Assessing potential impact of proposed actions on public safety, ecology, and energy conservation. Developing cost comparison studies to determine feasibility of alternative solutions to facility maintenance problems. Conveying technical engineering data to non-technical personnel. Using knowledge of civil, mechanical, electrical, engineering or architecture to support shore facilities operations and maintenance. Extensive travel is required in this position, with approximately 40% of the work year being in a travel status often in other countries other than Italy. Incumbent must be able to work overtime as required. The incumbent will be required to become familiar with specific and unique Storefront (or client) technical mission requirements. Physical Demands The majority of work will be performed under field conditions requiring frequent field surveys ascending ladders to rooftops, trusses and other semi-precarious positions with exposure to moving equipment, electrical currents, or toxic fumes. Must be capable of traversing hills, swales and rough terrain and be able to obtain a driver’s license and operate sedans, pickup trucks and vans. Travel out of the area might be required. Work Environment Work is performed in various surroundings including offices, waterfront areas, airfields, industrial and residential facilities or construction and utility sites. Visits to certain locations may cause exposure to normal hazards associated with construction work and industrial operations including confined spaces. The use of personal protective equipment such as safety glasses, hard hats, safety shoes, protective clothing, respirator, protective eyewear and earplugs is required in the performance of the work.
