Summary You will serve as an INTERDISCIPLINARY ENGINEER in the Public Works Directorate, Data Hub and Systems Management Division of NAVAL FAC ENGR CMD EUROPE CENTRAL AFRICA. This is an interdisciplinary position which may be filled by any of the following series: Community Planner (0020), Architect (0808), Civil Engineer (0810), or Mechanical Engineer (0830). You will oversee regional planning efforts to develop long-term shore infrastructure management and basing strategies. You will provide clear and concise policy and guidance for the orderly and cost-effective development of shore facilities. You will lead day-to-day development of products and services. You will prepare scopes of work, serves on A-E slate and selection boards, prepare Government estimates of A-E fee for the various phases of work. Qualifications American Institute of Certified Planners Certification (AICP) is recommended but not required if applying for the 0020 series. Registration as a Professional Engineer or Professional Architect is required for 08:XX series. American Institute of Certified Planners Certification is recommended but not required for 0020 series. This position requires or the ability to obtain DA WIA Level In certification within 24 months in the facilities Engineering (FE) Career Field. Travel throughout the NAVFAC EURAFSWA Area of Responsibility may be required approximately 20% of the time via military or civilian aircraft. A valid U.S. Driver’s License is required. Position applicable occupational series include 0808, 0810, 0830, and 0020. Physical Demands: The position’s duties are largely sedentary and consist of office related activities including long periods sitting, standing, walking and operating telephones, audio-visual and computer equipment. During field visits and facility inspections at assigned activities, the incumbent may lift loads less than 20 pounds, climb stairs and ladders, walk, stoop, bend, and stretch to reach objects. Field visits may include walking uneven or unfinished surfaces and driving in foreign environments in humid and hot environments. Work Environment: The incumbent’s workplace is a typical office environment equipped with adequate ventilation, air conditioning, heating, lighting, and toilet facilities. However, there will be occasional site visits where bending, walking, standing along with exposure to the natural environment will occur during facility visits/inspections. The incumbent is not exposed to hazardous substances or environments in the performance of duties. Education Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: 0810, 0830 Engineering: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor’s degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET) https://www.abet.org/; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. 0808 Architect: Successful completion of a bachelor’s or higher degree in architecture. OR Have a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The curriculum for a degree is in either architecture or architectural engineering and covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities OR you lack a degree in architecture, but have 1 year of experience in an architect’s office or in architectural work for each year short of graduation from a program of study in architecture that demonstrates that you have acquired a thorough knowledge of the fundamental principles and theories of professional architecture. (Note – In the absence of college courses, 5 years of such experience is required). 0020 Community Planner: Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner. OR Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
